Hunting Legislation

On Tuesday, May 3, 2016, the California Joint Assembly and Senate Committee’s on Public Safety conducted an informational hearing. This hearing related to Lt. Governor Gavin Newsom’s Safety for All Act 2016. The initiative contains several pieces of legislation that would create further road blocks to creating new hunters. Notably, the requirement for background checks to purchase any ammunition. Additionally, it would make it illegal to transfer ammunition to someone that is not direct family, such as a hunting partner in the field.

Regional Biologist Kevin Vella testified in opposition of the initiative. Vella expressed concern with the potential negative impacts to Pittman-Robertson funds. These funds are generated by excise taxes placed on firearms and ammunition sales. Consequently, these funds help to fuel conservation projects as well as fund state and federal wildlife agencies.
